Vivemos em um mndo controlado por forças que já não são capazes de garantir liberdade e dignidade para a população mundial (se é que alguma vez elas foram capazes disso). Um mundo onde nos dizem que não existe alternativa à perda dos nossos direitos, adquiridos através de lutas difíceis e intensas das gerações passadas.

Nos encontramos em um mundo no qual o sucesso se opõe aos valores essenciais da humanidade, como solidariedade e apoio mútuo. Além disso, qualquer coisa que não promova a competitividade, o egoísmo e a ganância é vista como disfuncional. Essa ideologia imoral é reforçada pelo monopólio dos meios de comunicação, instrumentos que criam os consensos necessários ao redor desse sistema injusto e insustentável.  

Mas não permanecemos calados. Despertamos a nossa consciência e nos unimos em uma onda de conscientização coletiva que está iluminando todos os cantos do planeta. Da Tunisia à Praça Tahrir, de Madrid a Reijkiavik, de Nova York a Bruxelas, pessoas se levantaram na Primavera Árabe, na dignidade da Islândia, na indignação do 15M ou do Occupy Wall Street. Todos unidos denunciamos a atual situação mundial. Nosso esforço serviu para afirmar que já basta, e ele começou a empurrar para frente mudanças em todo o mundo.

É por isso que nós, mulheres e homens, os habitantes desse planeta, decidimos livremente nos unir e fazer ouvir a nossa voz nesse 12 de Maio, em todo o mundo. Nós denunciamos a condição atual do planeta, a urgência da aplicação de políticas diferentes, desenvolvidas para encorajar e promover o bem comum.

Condenamos a atual distribuição dos recursos econômicos, na qual apenas uma minoria escapa da pobreza e insegurança. As futuras gerações são condenadas a receber uma herança envenenada devido aos crimes ambientais cometidos pelos ricos e poderosos contra todos nós. Sistemas políticos democráticos, onde eles existem, foram esvaziados de sentido quase em sua totalidade. Eles foram postos a serviço dos mesmos que estão apenas interessados em aumentar os benefícios das suas corporações ou instituições financeiras, independente do destino do planeta e seus habitantes.

Também declaramos que a atual crise não é um acidente natural. Ela foi causada pela ganância daqueles que levaram o mundo a essa situação. Com a ajuda de uma ciência econômica que perdeu o seu sentido original de gerenciar o bem comum, e se transformou em uma ideologia a serviço dos poderes financeiros, que pretendem impor medidas que sufocam bilhões de pessoas, sem perguntar a sua opinião, apenas alegando que não existe outra solução. Eles dizem que devemos deixar o nosso futuro nas mãos dos mesmos especialistas que o estão destruindo.  

Aqui e agora, estamos de volta. Nós despertamos, e não apenas para reclamar. Agora apontamos para os verdadeiros responsáveis pela crise, as suas políticas e as suas medidas disfarçadas em retóricas vazias. Propomos alternativas a essas políticas, que permitam corrigir a atual situação e nos mover na direção de um mundo mais democrático. Queremos um mundo governado por valores de liberdade, igualdade e fraternidade, o velho sonho que os nossos antepassados tiveram quando eles se levantaram contra a opressão nas gerações passadas em todo o planeta. Queremos um mundo onde cada mulher ou homem tenha garantido o direito de perseguir, livremente, a felicidade pessoal e coletiva.

A declaração abaixo não representa, ou alega representar, as ideias de todos os participantes dos movimentos da primavera global/Occupy/Take the Square. Ela é uma tentativa de algumas pessoas dos movimentos de reunir afirmações levantadas e defendidas em diferentes assembleias em todo o mundo. O processo de criação desta declaração foi baseado em consenso, aberto a todos e regurlamente anunciado nas nossas plataformas internacionais de comunicação, que também são abertas a todos (como a mailing list das 'squares', as reuniões virtuais semanais globais e o grupo 'internacional' do facebook). Foi um processo longo e difícil, cheio de concessões.

Esta declaração é oferecida às assembleias locais em todo o mundo para discussão, revisão e aprovação. Este é um processo de diálogo global, e esta declaração é parte disso, um trabalho em andamento. 

Não fazemos demandas a governos, corporações ou membros do parlamento, que alguns de nós vêem como ilegítimos, não confiáveis ou corruptos. Nós nos dirigimos às pessoas do mundo, dentro e fora dos nossos movimentos. Nós queremos um novo mundo, e este mundo é possível:

1 -  A economia deve ser colocada a serviço do bem-estar das pessoas, e apoiar e servir o meio ambiente, não o lucro privado. Queremos um sistema em que o trabalho é apreciado por sua utilidade social, não por seu lucro financeiro ou comercial. Por isso, demandamos:

• Acesso livre e universal a saúde, educação desde o ensino fundamental ao superior e habitação para todos os seres humanos, através de políticas apropriadas para alcançar isso. Nós rejeitamos a privatização dos serviços públicos e o uso desses serviços essenciais para o lucro privado.

• Total respeito ao direito das crianças, incluindo educação infantil para todas.

• Aposentadoria/pensão para que possamos ter dignidade em todas as idades. 

• Todos os seres humanos deveriam ter acesso a uma renda adequada para sua subsistência, por isso demandamos trabalho ou, alternativamente, garantia universal de uma renda mínima.

• Companhias devem ser responsabilizadas por suas ações. Por exemplo, não haverá ajuda pública ou fiscal para empresas que violem os direitos dos trabalhadores, o meio ambiente, ou pratiquem a subcontratação como método de reduzir os salários. 

• Além do pão, queremos rosas. Todo mundo tem o direito de desfrutar da cultura, participar de uma lazer criativo e enriquecedor que serve para o progresso dos seres humanos. Portanto, demandamos a redução da jornada de trabalho sem redução dos salários.

• A soberania alimentar através da agricultura sustentável deveria ser promovida como um instrumento de segurança alimentar para o benefício de todos. Este deve incluir uma moratória por tempo indeterminado para a produção e comercialização de OGMs (Organismos Geneticamente Modificados) e a redução imediata do uso de agroquímicos.

• Exigimos políticas que funcionam sob o entendimento de que as mudanças nos nossos padrões de vida devem ser orgânicas/ecológicas ou nunca deveriam ocorrer. Estas políticas devem se basear em uma regra simples: não se pode prejudicar o equilíbrio do ecossistema simplesmente para o lucro. Violações desta política devem ser processadas em todo o mundo como crime ambiental, com sanções severas para os condenados.

• Políticas para promover a transição de combustíveis fósseis para energia renovável, através do investimento massivo que deve ajudar a modificar o modelo de produção.

• Exigimos a criação de padrões ambientais internacionais, obrigatórios para países, empresas, corporações e indivíduos. Ecocídio (dano intencional ao meio ambiente, ecossistemas e biodiversidade) deve ser reconhecido internacionalmente como um crime hediondo.

2 - Para atingir estes objetivos, acreditamos que a economia deve ser democrática em todos os níveis, de local a global. As pessoas devem obter o controle democrático sobre as instituições financeiras, corporações transacionais e seus lobbies. Para isso, exigimos:

• Controle e regulação da especulação financeira através da abolição dos paraísos fiscais e o estabelecimento de um Imposto sobre Operações Financeiras (IOF). 

• Enquanto existirem, FMI, Banco Mundial e Comitê de Basilea para regulação bancária (BCBS) devem ser radicalmente democratizados. Seu dever a partir de agora deve ser a promoção do desenvolvimento econômico baseado na tomada de decisão democrática. Governos ricos não podem ter mais votos porque são ricos. Instituições internacionais devem ser controladas pelo princípio de que cada ser humano é igual a todos os outros seres humanos – africano, argentino ou americano; grego ou alemão.

• Enquanto existirem, o sistema de comércio mundial e a Organização Mundial do Comércio devem sofrer reformas radicais e completa reestruturação democrática. A mercantilizarão da vida e dos recursos, assim como a competição baseada na oferta de baixos salários, devem terminar.

• Queremos o controle democrático dos bens globais. Entendemos como tais todos os recursos naturais e instituições econômicas essenciais para um bom funcionamento da economia. Estes bens são: água, energia, ar, telecomunicações e um sistema financeiro, monetário e econômico justo e estável. Em todos esses casos, as decisões devem ser controladas pelos cidadãos para garantir os seus interesses e não os interesses de uma pequena minoria da elite financeira.

• Enquanto as desigualdades sociais existirem, a tributação deve manter o princípio de solidariedade em todos os níveis. Aqueles que possuem mais devem contribuir mais para manter os serviços para o bem-estar coletivo. Deve ser implementado um limite máximo de renda e ser definido um rendimento mínimo, para reduzir as ultrajantes inequidades sociais e os seus efeitos sociais, políticos e econômicos.

• Chega de dinheiro para salvar bancos. Enquanto existir dívida, seguindo o exemplo de Equador e Islândia, exigimos uma auditoria social das dívidas contraídas pelos países. Dívidas ilegítimas a intituições financeiras não devem ser pagas.

• Fim absoluto das políticas de austeridade fiscal que apenas beneficiam uma minoria e causam grande sofrimento à maioria.

• Enquanto existirem bancos, separação de bancos comerciais e financeiros, evitando a existência dos "grandes demais para falir".

• Fim da personalidade jurídica das corporações. As empresas não podem ser elevadas ao mesmo nível de direitos que as pessoas. O direito público para proteger os trabalhadores, cidadãos e o meio ambiente deve prevalecer sobre a proteção da propriedade privada ou investimento.

3 - Acreditamos que os sistemas políticos devem ser totalmente democráticos. Portanto, demandamos a democratização total das instituições internacionais e a eliminação do poder de veto de uns poucos governos. Queremos um sistema político que realmente represente a variedade e diversidade das nossas sociedades:

• Todas as decisões que afetam a humanidade devem ser tomadas em fóruns democráticos, como uma assembleia participativa e direta nas nações unidas (UN) e não nos clubes de países ricos como o G20 ou o G8.

• Queremos desenvolver um sistema democrático que seja o mais participativo possível, incluindo o desenvolvimento da democracia direta não representativa.

• Enquanto forem praticados, os sistemas eleitorais devem ser tão justos e representativos quanto possível, evitando preconceitos que distorcem o princípio da proporcionalidade.

• Pedimos a democratização do acesso e gestão dos meios de comunicação. Estes devem servir para educar o público, em oposição à criação de consensos artificiais sobre políticas injustas.

• Demandamos democracia nas empresas e corporações. Trabalhadores, independente do salário, cargo ou gênero, devem ter poder de decisão real nas empresas e corporações nas quais eles trabalham. Queremos promover empresas e corporações cooperativas, como verdadeiras e democráticas instituições econômicas. 

• Tolerância zero à corrupção na política econômica. Precisamos parar a influência excessiva dos grandes negócios na política, que é hoje a maior ameaça para a verdadeira democracia.

• Demandamos total liberdade de expressão, assembleia e manifestação, assim como o fim das tentativas de censurar a internet.

• Exigimos respeito ao direito de privacidade dentro e fora da internet. As empresas e governos não devem fazer uso indevido dos dados pessoais na internet.

• Acreditamos que os gastos militares são politicamente contraproducentes para o avanço de uma sociedade, por isso exigimos a sua redução para um mínimo.

• Minorias éticas, culturais e sexuais devem ter seus direitos civis, culturais e econômicos totalmente reconhecidos.

• Alguns de nós acreditamos que uma nova Declaração Universal dos Direitos Humanos, adequada para o século XXI, escrita de forma democrática e participativa, precisa ser redigida. Enquanto a atual Declaração dos Direitos Humanos definir os nossos direitos, ela deve ser reforçada em todos os países – ambos ricos ou pobres. Precisamos criar instituições que façam cumprir e penalizem aqueles que violarem esses direitos, como um tribunal global para julgar crimes sociais, econômicos e ambientais perpetrados por governos, corporações e indivíduos. Em todos os níveis, local, nacional e global, novas políticas precisam ser consideradas, como na Islândia ou em alguns países latino-americanos. Justiça e lei devem funcionar para todos, caso contrário justiça não é justiça e lei não é lei.

Esta é uma Primavera Global. Nós estaremos nas ruas no dia 12 de maio, vamos lutar até vencer. Nós não vamos deixar de ser pessoas. Não somos números. Somos mulheres e homens livres.

MAY 12TH GLOBALMAY STATEMENT

The statement below does not speak, or claim to speak, on behalf of everyone in the global spring/Occupy/Take the Square movements. This is an attempt by some inside the movements to reconcile statements written and endorsed in the different assemblies around the world. The process of writing the statement was consensus based, open to all, and regularly announced on our international communications platforms, that are also open to all (like the ‘squares’ mailing list, the weekly global roundtables and the ‘international’ facebook group). It was a hard and long process, full of compromises. This statement is offered to people’s assemblies around the world for discussions, revisions and endorsements.  This is a process of a global dialogue, and this statement is part of it, a work-in-progress. We do not make demands from governments, corporations or parliament members, which some of us see as illegitimate, unaccountable or corrupt. We speak to the people of the world, both inside and outside our movements. We want another world, and such a world is possible:

We are living in a world controlled by forces incapable of giving freedom and dignity to the world´s population (if, indeed, they ever were). A world where we are told ‘there is no alternative’ to the loss of rights achieved through the long, hard struggles of our ancestors.

We find ourselves in a world where success is defined in seeming opposition to the most fundamental values of humanity, such as solidarity and mutual support. Moreover, anything that does not promote competitiveness, selfishness and greed is seen as dysfunctional. This immoral ideology is reinforced by the monopoly of the mainstream media, the instrument that manufactures false consensus around this unfair and unsustainable system.

But we have not remained silent! Our consciousness has awakened, and we have joined the wave of collective consciousness now spreading light and hope to every corner of the world. From Tunisia to Tahrir Square, Madrid to Rejkavik, New York to Brussels, people are rising up. In the Arab Spring, in the dignity of Iceland, in the dignified rage of 15M and Occupy Wall Street. Together we have denounced the status quo. Our effort states clearly ‘enough!’, and has even begun to push changes forward, worldwide.

This is why we, women and men, inhabitants of this planet, are uniting once again to make our voices heard this May 12th. All over the world. We denounce the current condition of our planet, and urge the application of different policies, designed to encourage and promote the common good.

We condemn the current distribution of economic resources whereby only a tiny minority escape poverty and insecurity. Whereby future generations are condemned to a poisoned legacy thanks to the environmental crimes of the rich and powerful. ‘Democratic’ political systems, where they exist, have been emptied of meaning, put to the service of those few interested in increasing the power of corporations and financial institutions, regardless of the fate of the planet and its inhabitants.

We declare the current crisis is not a natural accident. It was caused by the greed of those who would bring the world down, with the help of an economics that has lost its true sense. No longer about management of the common good, but simply an ideology at the service of financial power, seeking to impose measures that stifle billions of people, without asking their opinion. They say there is no alternative. They say we must leave our future in the hands of the same experts who destroy it.

Here and now, we’re back. We have awakened, and not just to complain! Here and now, we aim at the true causes of the crisis: their policies and lies hidden in empty rhetoric. Here and now we propose alternatives, because we want to fix the problem while also moving towards a more democratic world. Simply put, we want a world ruled by the values of liberty, equality, and fraternity – the old dream of our ancestors when they rose against oppression in previous generations, throughout the planet! Simply put we want a world where every woman, man and child is guaranteed the right to the free pursuit of personal and collective happiness.

We speak to the people of the world, both inside and outside our movements. We want another world, and such a world is possible:

1. The economy must be put to the service of people’s welfare, and to support and serve the environment, not private profit. We want a system where labour is appreciated by its social utility, not its financial or commercial profit. Therefore, we demand:

• Free and universal access to health, education from primary school through higher education and housing for all human beings, through appropriate policies to get this. We reject outright the privatization of public services management, and the use of these essential services for private profit.
• Full respect for children’s rights, including free child care for everyone.
• Retirement/pension so we may have dignity at all ages. Mandatory universal sick leave and holiday pay.
• Every human being should have access to an adequate income for their livelihood, so we ask for work or, alternatively, universal basic income guarantee.
• Corporations should be held accountable to their actions. For example, corporate subsidies and tax cuts should be done away with if said company outsources jobs to decrease salaries, violates the environment or the rights of workers.
• Apart from bread, we want roses. Everyone has the right to enjoy culture, participate in a creative and enriching leisure at the service of the progress of humankind . Therefore, we demand the progressive reduction of working hours, without reducing income.
• Food sovereignty through sustainable farming should be promoted as an instrument of food security for the benefit of all. This should include an indefinite moratorium on the production and marketing of GMOs and immediate reduction of agrochemicals use.
• We demand policies that function under the understanding that our changing patterns of life should be organic/ecologic or should never be. These policies should be based on a simple rule: one should not spoil the balance of ecosystems for simple profit. Violations of this policy should be prosecuted around the world as an environmental crime, with severe sanctions for convicted.
• Policies to promote the change from fossil fuels to renewable energy, through massive investment which should help to change the production model.
• We demand the creation of international environmental standards, mandatory for countries, companies, corporations, and individuals. Ecocide (wilful damage to the environment, ecosystems, biodiversity) should be internationally recognised as a crime of the greatest magnitude.

2. To achieve these objectives, we believe that the economy should be run democratically at all levels, from local to global. People must get democratic control over financial institutions, transnational corporations and their lobbies. To this end, we demand:

• Control and regulation of financial speculation by abolishing tax havens, and establishing a Financial Transaction Tax (FTT). As long as they exist, the IMF, World Bank and the Basel Committee on Banking Regulation must be radically democratised. Their duty from now on should be fostering economic development based on democratic decision making. Rich governments cannot have more votes because they are rich. International Institutions must be controlled by the principle that each human is equal to all other humans – African, Argentinian or American; Greek or German.

• As long as they exist, radical reform and democratisation of the global trading system and the World Trade Organization must take place. Commercialization of life and resources, as well as wage and trade dumping between countries must stop.
• We want democratic control of the global commons, defined as the natural resources and economic institutions essential for a proper economic management. These commons are: water, energy, air, telecommunications and a fair and stable economic system. In all these cases, decisions must be accountable to citizens and ensure their interests, not the interests of a small minority of financial elite.
• As long as social inequalities exist, taxation at all levels should maintain the principle of solidarity. Those who have more should contribute to maintain services for the collective welfare. Maximum income should be limited, and minimum income set to reduce the outrageous social divisions in our societies and its social political and economic effects.
• No more money to rescue banks. As long as debt exists, following the examples of Ecuador and Iceland, we demand a social audit of the debts owed by countries. Illegitimate debt owed to financial institutions should not be paid.
• Absolute end of fiscal austerity policies that only benefit a minority, and cause great suffering to the majority.
• As long as banks exist, separation of commercial and financial banks, avoiding banks “too big to fail”.
• End of the legal personhood of corporations. Companies cannot be elevated to the same level of rights as people. The public’s right to protect workers, citizens and the environment should prevail over the protections of private property or investment.

3. We believe that political systems must be fully democratic. We therefore demand full democratization of international institutions, and the elimination of the veto power of a few governments. We want a political system which really represent the variety and diversity of our societies:

• All decisions affecting all mankind should be taken in democratic forums like a participatory and direct UN Parliamentary Assembly or a UN people’s assembly, not rich clubs such as G20 or G8.

• At all levels we ask for the development of a democracy that is as participatory as possible, including non representative direct democracy .
• As long as they are practiced, electoral systems should be as fair and representative as possible, avoiding biases that distort the principle of proportionality.
• We call for the democratization of access and management of media (MSM). These should serve to educate the public, as opposed to the creation of an artificial consensus about unjust policies.
• We ask for democracy in companies and corporations. Workers, despite wage level or gender, should have real decision power in the companies and corporations they work in. We want to promote cooperative companies and corporations, as real democratic economic institutions.
• Zero tolerance to corruption in economic policy. We must stop the excessive influence of big business in politics, which is today a major threat to true democracy.
• We demand complete freedom of expression, assembly and demonstration, as well as the cessation of attempts to censor the Internet.
• We demand respecting privacy rights on and off the internet. Companies and the government should not engaged in data mining.
• We believe that military spending is politically counterproductive to a society’s advance, so we demand its reduction to a minimum.
• Ethnic, cultural and sexual minorities should have their civil, cultural, political and economic rights fully recognized.
• Some of us believe a new Universal Declaration of Human Rights, fit for the 21st century, written in a participatory, direct and democratic way, needs to be written. As long as the current Declaration of Human Rights defines our rights, it must be enforced in relation to all – in both rich and poor countries. Implementing institutions that force compliance and penalize violators need to be established, such as a Global Court to prosecute social, economic and environmental crimes perpetrated by governments, corporations and individuals. At all levels, local, national, regional and global, new constitutions for political institutions need to be considered, like in Iceland or in some Latin American countries. Justice and law must work for all, otherwise justice is not justice, and law is not law.

This is a worldwide Global Spring, We will be there on May 2012, we will fight until we win. We will not stop being people. We are not numbers. We are free women and men.
